Mr. Wayland has a long, distinguished record of public service. He is the
former Director of the US Environmental Protection Agency’s Office of Wetlands,
Oceans and Watersheds. Over the course of his 34 years of federal service,
both President Clinton and President George W. Bush recognized his contributions to environmental protection.

He currently serves on the Virginia Water Control Board, which takes
final action for the Commonwealth on major permits, regulations, and
enforcement actions. In addition, he serves on the board of directors for
the Northern Neck Land Conservancy.

Minutes of Special Meeting 2/7/07  Held to discuss Comprehensive Plan Changes especially proposals to allow extension of sewers into county and increases in allowed density.

PSA and Sewer Issues Still require Vigilance:  The vote by the Lancaster County BOS not to enter into the PSA agreement was only Round 1!!!!!  

At the White Stone  Town Council  meeting Thurs Nov 3, 2005 Dave Jones made the following motion: "I hereby move that the Town Council of the Town of White Stone, Virginia, authorize and instruct the Water and Sewer Committee to determine the merits of a PSA by any appropriate means,  including entering a memorandum of understanding with one or more of the Town of Irvington. the Town of Kilmarnock, and the County of Lancaster, Provided that the Water and Sewer Committee is not authorized to enter any agreement or employ any means which would require any payment from the town. (without town council approval.)
The motion passed with 7 ayes and one abstention.  The WSC is composed of Mayor Hubbard, vice Mayor Jones,  Randy Reeves, and Jack Johnson .
